Scope
Applies to products covered by EU harmonisation legislation (CE-marked products: toys, electronics, machinery, PPE, etc.) placed on the EU market (Art. 2). An economic operator established in the EU must be identified (Art. 4) with name/address on the product or packaging; surveillance authorities gain enforcement powers.
