Summary
EU POPs Regulation implements the Stockholm Convention: bans/restricts persistent organic pollutants (PFOS, PFOA, PFHxS, HBCD, SCCP, PCB, etc.) in products and waste.
Scope
Applies to substances, mixtures and articles placed on the EU market (Art. 2). Annex I lists substances subject to prohibition (production, placing on market, use) with concentration limits; Annex II restricts; Annex III covers unintentional trace contaminants. Key limits: PFOS (Annex I), PFOA (10/25 ppb), PFHxS (0.025 mg/kg), SCCP (0.15% w/w). Waste containing POPs must be managed per Art. 7.
