Scope
Applies to personal protective equipment (PPE) as defined in Art. 3: devices worn or held to protect against hazards (helmets, gloves, safety footwear, eye protection, high-visibility clothing, fall protection). Excludes PPE for military/police use, self-defence, and PPE covered by other directives (e.g. medical devices).
