Regulation (EU) 2025/2509 on the safety of toys

Summary

New Toy Safety Regulation replacing Directive 2009/48/EC. Strengthens restrictions on chemicals harmful to children and requires a digital product passport (DPP) for all toys. Enters into force 1 January 2026; applies after a 4.5-year transition period on 1 August 2030.

Scope

Scope (Art. 2): Applies to products designed or intended, whether or not exclusively, for use in play by children under 14 years of age, with exclusions similar to and updating those of Directive 2009/48/EC Annex I (see that directive's scope for the exclusion list). Applies from 1 August 2030; until then the Toy Safety Directive 2009/48/EC remains applicable during the transition period.

Obligations for the manufacturer

• ▸ From 1 August 2030: comply with the new Regulation (replacing Directive 2009/48/EC)
• ▸ Prepare a digital product passport (DPP) for each toy
• ▸ Meet stricter chemical restrictions for substances harmful to children
